Williams outlined the changes wrought by the Localism Act of 2011, which he branded “revolutionary” in terms of democratic empowerment. Recorded at City Varieties, Leeds, April 28, 2014.
“These community rights will only take off if we have your help and enthusiasm… It’s over to you. We need your help and enthusiasm. Realising you do now have the tools in your hands to protect the assets that are important to you, I hope you now grasp that opportunity.”
